A comprehensive pre-purchase structural inspection allows buyers to know about the major and minor issues of a home before buying it. It focuses mainly on the structural adequacy of key building elements and is carried out as per the Australian Standard 4349.1-2007. The inspection covers both the interior and exterior walls of the home, including limited electrical, limited plumbing, wet area damp testing, roof construction, and foundations. It helps in detecting defects outside and inside the property, allowing the buyer to purchase the property with assurance and confidence. The inspector will note safety issues, minor defects, items that may need possible repairs or replacement, and future risks. The report covers the performance of exterior and interior walls, footings and foundation, roof framework, limited plumbing, limited electrical, wet area damp testing for water seepage, condition of water unit, kitchen appliances, safety issues, and major defects that are urgent or serious safety hazards. If problems are found that are too expensive to fix, buyers can choose to walk away if the offer has an inspection contingency. Alternatively, buyers can ask the seller to fix them, negotiate the price, or get estimates to fix the problems themselves and develop a maintenance plan. As clearly stated in Part 4, clause 26 regarding 'Access for inspection of building work', the builder must not prevent the owner or an authorised person from inspecting the home building work to which the contract relates. If the owner or authorised person is acting by the contract, refusal of access is punishable by a $1000.00 fine.
